FSS Program

The Family Self-Sufficiency (FSS) Program is a voluntary program offered to residents of the Public Housing and Housing Choice Voucher programs. The FSS Coordinators assist in providing the resources and referrals to residents in their efforts to become self-sufficient, to obtain & maintain employment, and to improve their overall quality of life.

As an incentive, the FSS Program also helps residents establish savings through an escrow account. The resident is eligible to receive the total balance of this account when he/she completes the Contract of Participation that was established at the time of enrollment.


Participation Responsibilities

  • Gain or maintain employment
  • Become or remain TANF-free
  • Set realistic & measurable goals

The Coaching Journey

  • Assist in leveraging public & private sector resources that can aid in achieving economic independence.
  • Allow the use of housing as a stabilizing force so they can invest their time and energy in finding employment, education or job training.

The Path to Self-Sufficiency

A person who expresses interest in the FSS Program will be assigned a Case Manager either with Public Housing or Housing Choice Voucher.

FSS Orientation Process

  • Interview, paperwork, and discuss the various workshops that are happening throughout NWGHA.
  • Performance Needs Assessment is performed
    • Service needs, goals, and barriers are discussed.

Contract Terms are signed and executed between PHA & Family

  1. Contract Terms Developed (COP)
    • Contract for participation
  2. Individual Training and Service Plan is developed (ITSP)

A career path begins!

  • FSS Coordinator will then follow the ITSP and plan accordingly.
  • FSS Coordinator works diligently with introducing and inviting each client to workshops that may target their goals. Such as: Life Skills, remedial needs, career counseling, and education/training.
  • FSS Coordinator also can help eliminate those barriers each client may have.
