Coming Soon: Elm Street Apartments

In 2020, NWGHA partnered with Rea Ventures Group to revitalize yet another location to provide units for individuals and families under its first adaptive reuse project. This project is currently in development and is NWGHA's fifth RAD conversion (uniquely utilizing RAD Transfer of Assistance from public housing units in its portfolio), and in conjunction with 9% LIHTCs, the rehabilitation process is expected to be completed in 2026.

Elm Street Apartments, a scattered-site development located in Rockmart, Georgia, consists of the adaptive reuse of two vacant school campuses to allow for the construction of a total of 46 multi-family units of affordable housing, 41 of which will have RAD project-based vouchers. The unit mix will consist of 12 x 1-bedroom/1-bath units; 18 x 2-bedroom/2-bath units; 14 x 3-bedroom/2-bath units. Both sites are within a quarter mile of each other and both parcels are owned by Northwest Georgia Housing Authority, which will enter into a long-term ground lease with the partnership and qualify Elm Street Apartments for full property tax exemption.

Site 1 (100 Morgan Valley Road), a 10.306-acre site, is the location of the former Elm Street Elementary School. This school will be rehabilitated for 32 units of new construction apartment units on this site. 

Site 2 (120 Gordon Street), a 3.653-acre site, is the location of the historic Euharlee Elementary School. The State Historic Preservation Officer has determined this structure is eligible for listing on the National Register of Historic Places under Criterion A ("Event", a property making a contribution to a major pattern of American history). This site will be adaptively reused to provide 14 units of apartments on the site.

The development will provide services and amenities that are not otherwise offered in the Rockmart community. Common area amenities include a community room/clubhouse with kitchenette, laundry facility, swimming pool, playground, and picnic pavilion with grills. The common spaces will provide residents the ability to engage in supportive offerings such as health screenings and education, tutoring, career-building and financial management training offered at no additional charge to residents. The location of the developments make for convenient access to businesses and desirable amenities within 1 mile.
