Sandra D. Hudson Villas is a new construction project currently underway at the former Altoview Terrace site. The public housing units formerly at the site were demolished in 2013, and in 2018 NWGHA applied for 9% tax credits and RAD conversion to rebuild onsite. Unit mix will consist of 1, 2, 3, and 4 bedroom units and the site amenities include a Leasing Office, Resident Activities Center/Community Center, mail kiosk, swimming pool, playground, and laundry center. Anticipated construction completion is summer 2022. Units will feature tile floors, granite counters, electric range with vent hood, dishwasher, garbage disposal, microwave, wooden blinds, ceiling fans, porches or patios, and professional landscaping. Residents at this property must have a source of income. Pets are not permitted at this property.
Newly constructed units offer tile flooring, granite countertops, custom cabinets, spacious bedrooms, and more. The property has a community swimming pool, playground, community center w/ covered porch, picnic/BBQ area, and onsite laundry.
The Sandra D. Hudson Villas community is located in Rome, Georgia along East 13th Street Southwest and Maple Avenue Southwest. In total, the project will offer 66 units consisting of 16 one-bedroom, 32 two-bedroom, 16 three-bedroom and two (2) four-bedroom duplex-style units within one- and two-story residential buildings catering to both individuals and families. In addition, on-site is a free-standing, 8,510 square-foot community building. Sandra D. Hudson Villas was developed in 2022 using Low-Income Housing Tax Credits (LIHTC) and HUD Rental Assistance Demonstration (RAD) conversion of public housing units, and targets lower-income family households earning up to 60% of Area Median Household Income (AMHI).

Amenities include onsite management and leasing office, 24-hour on-call maintenance, laundry facilities, spacious community room and resident activity center, equipped commercial kitchen, elevators. Interior finishes include spacious units with modern amenities including tile flooring, granite countertops, and Energy-Star appliances, and ample storage.
History:
Altoview Terrace was a 95-unit public housing development originally built and occupied in 1938 on 5.47 acres in East Rome. Due to the serious obsolescence of the utility systems, lack of modern housing options, and other factors, NWGHA decided it was time to modernize.
After extensive public consultation with the residents of Altoview Terrace and the surrounding community, a determination was made to undertake a revitalization effort. A revitalization plan was created in June 2009, and the original site was demolished in 2010. Later, in 2018, NWGHA and co-developer Rea Ventures Group submitted an application to Georgia Department of Community Affairs for 9% Low-Income Housing Tax Credits. In addition to LIHTCs, NWGHA utilized RAD Transfer of Assistance resulting in its fourth RAD conversion to build new apartment homes for residents of public housing at an existing public housing site. The project was awarded and was placed in service in 2022.
